Who This Applies To

  • -Must be within Los Angeles City limits (not unincorporated LA County)
  • -Building must have certificate of occupancy before October 1, 1978
  • -Must have 2 or more rental units

Exemptions:

  • - Single-family homes
  • - Condominiums (individual units)
  • - Buildings built on or after October 1, 1978 (certificate of occupancy date)
  • - Government-subsidized housing with regulatory agreements
  • - Luxury accommodations (hotels/motels with 30-day+ tenancies)
  • - Units in buildings with 4 or fewer units where owner lives in one unit (limited exemption)
